Dr. Shams Syed

Dr. Shams Syed is the Head of Policy and Partnerships for the WHO Special Programme on Primary Health Care, where he leads efforts to advance PHC renewal through policy leadership, advocacy, and strategic partnerships with governments and global stakeholders. A primary care physician and public health expert, Dr. Syed has nearly two decades of experience in global health, having worked with WHO since 2007 and collaborated with over 40 countries. Previously, as Unit Head for Quality of Care, he guided key initiatives to shape national quality efforts across continents, emphasizing innovation and compassion in health care. He has led a body of work on compassion and PHC at the WHO. Dr. Syed continues to teach as a faculty member at Johns Hopkins University and remains deeply committed to advancing quality primary health care worldwide. Dr. Syed earned his medical degree from St. George's, University of London, and postgraduate qualifications from the University of Cambridge and Johns Hopkins University. He is Board Certified in Public Health and Preventive Medicine in the U.S. and a Fellow of the American College of Preventive Medicine as well as the Faculty of Public Health in the UK.
